Bernard Ashcraft, MPA. RTTC CEO
Mr. Ashcraft has over 30 years experience and outstanding achievements in executive management, community development, program development, and program direction. He is a former clinical laboratory technician and radiology technician with ten years experience. A Human Resource Management Consultant, Bernard has a Masters degree in Public Administration. He has served as the Chairperson of the Personnel Relations Board for the City of San Leandro; the Board of Directors of the San Leandro Chamber of Commerce; and as an MBE/WBE consultant for the $100 million Horton Plaza Project in San Diego California. He has created joint venture partnerships between minority businesses and non-minority business providing opportunities and greater performance capability for several major engineering and construction projects in the San Diego metropolitan area.
In 1994 he developed and launched the Regional Technical Training Center, through which he has been providing Bay Area residents with training for careers in Telecommunications, Hazardous Waste Management, Information Technology, Transportation and Biotechnology.

Joyce Redd
Ms. Redd has more than 10 years of experience in workforce development, and is the CEO of Creative Career Design. Creative Career Design is a full service agency renowned in the staffing industry for its innovative approach to permanent placement and career services. Other services include resume writing, interviewing techniques, coaching, role playing and dressing for success. She has also worked as a consultant with Robert Half International and Accountants, Inc. Joyce has a bachelor's degree in Marketing from San Francisco State University.

Tony Boone
Mr. Boone has been with RTTC for 10 years and started the HazMat and Biotechnology Training Modules. Tony graduated from the U.S. Navy Nuclear Power School and is a qualified Nuclear Propulsion Plant Mechanical Operator. He has over 20 years experience in environmental rules and regulations, hazardous waste management, occupational health and safety , industrial hygiene and toxicology. He has taught courses at Community College of San Francisco and is the owner of AGB Safety Training Services which provides safety and health training and consultation services.

Tom Guarino
Mr. Guarino is the Government Relations Manager for Pacific Gas & Electric Company's Northern and Southern Alameda County Division. Prior to joining PG&E, Tom served as the CEO of the San Leandro Chamber of Commerce for six years where he was recognized as the "Executive of the Year" in 1997 by the Western Association of Chamber Executives. Tom's previous work experience includes serving as the CEO of the Greater Chico Chamber of Commerce; and legislative assistant in the California State Assembly.

Loren Piper
Mr. Piper is the "Dean" of the Board of Directors. He has served for more than 15 years and received special recognition from State Senator Don Perata, State Assembly Member Wilma Chan, and Alameda County Keith Carson for his work in the community. Loren is a Financial Consultant for RBC Dain Rauscher.

Carroll Troy Richardson
Mr. Richardson is a retired Deputy Probation Officer. He has served on the Board for five years, and has also served on the City of Oakland's Community Action Agency. Carroll has also chaired the Central East Oakland Community Development Block Grant. He has received many honors and recognition for his community activism from the City of Oakland, Alameda and Contra Costa Counties and remains active in the Phillips Temple C.M.E. Church.

Otis Jones
Mr. Jones is an Attorney with offices in Oakland and San Bernardino. Otis is also the Chairperson of the Board. As an attorney, he has participated in many cases dealing with employment law, personal injury and civil rights. He has been instrumental in breaking down barriers to employment , and housing. He helped draft the resolution to eliminate using the term "minority" in the City of San Leandro.

Octorbere Vance
Ms. Vance is the Manager of Alameda County State of California Employment Development Department Job Services. Octobere has been with EDD for 37 years and has 25 years of experience in Unemployment Insurance. She currently serves on the Alameda County and City of Oakland Workforce Investment Boards. She is also an active member of the Oakland Business Roundtable Board. Octobere was recently nominated for Superior Management Award and received the Superior Accomplishment Award for work in the Employment Development Welfare to Work Program.
